Retreat for Resident District Commissioners, Resident City Commissioners, Deputy Resident District Commissioners and Deputy Resident City Commissioners from Kigezi, Ankole and Rwenzori Sub-Regions
CONCEPT NOTE ON THE TWO DAYS’ CAPACITY BUILDING RETREAT FOR RESIDENT DISTRICT COMMISSIONERS, RESIDENT CITY COMMISSIONERS, DEPUTY RESIDENT DISTRICT COMMISSIONERS AND DEPUTY RESIDENT CITY COMMISSIONERS FROM KIGEZI, ANKOLE AND RWENZORI SUB-REGIONS
Introduction/Background:
The Office of the President through the Offices of the Resident Commissioners is mandated to monitor and evaluate the performance of Government Programs and Projects in all Local Governments.
The core functions of the RDCs/DRDCs are specified in the Constitution under Article 203 and Article 71 of the Local Government Act 1997 as amended as follows:
- Periodic inspection and monitoring of Government Programmes and Projects.
- Communicating relevant and factual messages about Government Programmes in your respective districts to the community and highlighting Government achievements in each financial year or even quarterly financial releases.
- Being resident and full time staff in the Districts and taking full charge of the stations.
- Convene and Chair security meetings on regular basis.
Sir, as you are already aware, H.E the President in Exercise of Powers conferred on the President of Uganda by Articles 99 and 203 of the 1995 Constitution of the Republic of Uganda on 23rd March, 2022 appointed; Senior Presidential Advisors, RDC Secretariat Commissioners, Resident District Commissioners, Resident City Commissioners, Deputy Resident District Commissioners and Deputy Resident City Commissioners respectively on.
However, it has been established that the above mentioned newly appointed are drawn from different fields of expertise and thus bring unique sets of skill and experience as it please the Appointing Authority. This however implies that many of them not necessary have an insight in to the roles and responsibilities of a Resident District Commission or better yet some would require to be boasted with additional capacity building to enable them perform better at their job.
In light of the above therefore, Office of the President thought it wise to embark on the process of organizing capacity building Workshops for all Resident District Commissioners and Deputy Resident District Commissioners with a view of Providing the newly appointed with concise and accurate information to make them more comfortable in the job; adapt faster to the job and consequently became more effective and productive and equipping them with the relevant skills in Monitoring and Evaluation (M&E), Reporting mechanisms and to also remind them of their Constitutional Mandate in regard to their core functions.
Specific Objectives of the Regional Workshops
The specific objectives of the Regional Workshops are to:
- Build capacity for all Resident District Commissioners, Deputy Resident District Commissioners,
- Equip RDCs/DRDCs with skills on reporting mechanisms.
